MassDOT - South Coast Rail
RND is supporting the South Coast Rail Project – Program Management/Construction Management Team (PM/CM) for implementing commuter rail services ($2.2 billion) in southeastern Massachusetts. RND is managing the Real Estate Acquisitions, Relocations and Third-Party Negotiations on behalf of MassDOT/MBTA.
Our staff is investigating and acquiring the properties needed for the Middleborough Seondary Line New Bedford Mainline (70 miles), new stations (7), layover facilities (2) and other related infrastructure. In addition, RND is responsible for the relocations of businesses (6) and residential properties (3).
These work efforts include reviewing design plans, preparing cost estimates, schedules, progress reports, rights-of-entry, acquisition documents and reviewing and approving the acquisition plans. As part of these efforts RND hires and manages the surveyors, title examiners, and appraisers. RND is also responsible for canvassing properties internally at MassDOT and the MBTA for the disposition of properties along the rights of way (40/54A Permit). RND responds to these disposition inquiries based on knowledge of the different rail corridors across the MBTA and MassDOT.
In addition, RND is assisting MassDOT/MBTA in the Third-Party Negotiations with the municipalities and other stakeholders along the corridor and manages the Phase I & II Environmental Assessments to identify and address the potential environmental risks associated with the real estate acquisitions.
