MassDevelopment engaged RND for technical assistance to navigate the redevelopment of a brownfield site located in downtown Brockton’s Urban Renewal Plan. The site’s long history in the city as a mostly abandoned railroad occupied valuable space in the City’s downtown that abutted MBTA Commuter Rail Service. The site is bisected by Trout Brook which flows north to south. The freight yard owner, Consolidated Rail Corp. (CSX) is the largest landowner of the total land mass. RND’s experience working with railroads and transit agencies in all types of capacities supported the team’s strategic decision making for how to approach the railroad corporation and what a land disposition process would look like. Through the City’s Urban Renewal Plan approved in December 2020 by Brockton City Council the analysis identified the site as an opportunity to excite private investment.

RND provided technical assistance conducting conditions assessments and building the public procurement process for the brownfield redevelopment of nearly 50 acres in Brockton’s downtown Urban Renewal Plan.
