Project Description:

RND is supported the South Coast Rail Project – Program Management/Construction Management Team (PM/CM) by implementing commuter rail services ($1.2 billion) on the Middleborough Secondary, New Bedford Main Line and Fall River Secondary tracks in southeastern Massachusetts. These work efforts included reviewing engineering design plans, performing constructability reviews, preparing processes and procedures, preparing cost estimates, schedules, progress reports, rights-of-entry, acquisition/eminent domain documents, conducting field visits, negotiating with property owners, assisting with eminent domain documentation, as well as preparing, reviewing and approving the acquisition plans. As part of these efforts RND conducted deed searches, managed the surveyors, title examiners, appraisers and review appraisers. RND acted as the Real Estate Relocation Agent on behalf of MassDOT/MBTA by providing relocation advisory assistance to owners being displaced due to the project (four residential tenants/six business tenants). Relocation services included tenant consultation, site visits, comparable site options, cost estimating and scheduling, tenant inventories and coordination with the Massachusetts Bureau of Relocation.
RND also assisted with the management of the utility coordination and preparation of the force account agreements between MassDOT/MBTA and the utility companies. These efforts included meeting and coordinating with the utility companies for work scopes and budgets, negotiating with the utility companies and coordinating with the legal departments.
In addition, RND assisted MassDOT/MBTA in the Third-Party negotiations with the municipalities and other stakeholders along the corridor, including assisting with the negotiations, establishing Memorandum of Agreements, Parking Agreements and managing the Phase I & II Environmental Assessments to identify and address the potential environmental risks associated with the real estate acquisitions.
