MBTA Gap Analysis of MBTA Contractor Oversight

The MBTA requested a General Engineering Consultant to provide support to the Capital Program and work with the MBTA’s Engineering and Maintenance, Transit Facilities Maintenance, Human Resources, External Contractors, Labor Relations, and Safety to assess gaps, define roles and responsibilities, and develop a staffing plan required for the Capital Program oversight of construction activities. This support is related to an FTA Special Directive No. 22-9, Category 1: Managing the Impact of Operations, Maintenance, and Capital Project Requirements on the Existing Workforce. In their finding, the MBTA required additional oversight of contractor work sites.

RND was a subconsultant to the PM/CM Team to assist the MBTA with overseeing their Capital Program. The prime and RND teamed up to analyze the current MBTA inspection and resident engineering resources at the Contractor level of oversight by identifying areas of improvement including defining safety specific roles and responsibilities, inspection of responsible parties, training, assessing gaps and formulating a staffing and resource plan. RND also assisted in identifying and implementing solutions for near-term staffing needs, along with reviewing best practices to identify improvements and change/amend applicable policies and procedures accordingly.

Role: RND was a key PM/CM Team member responsible for attending progress report meetings with the prime and client on a weekly basis to review project progress. RND prepared meeting minutes, action items, reviewed schedules, summarized and reported research findings, and coordinated activities for the team. RND assisted in identifying deficiencies and gaps in manuals, policies, and procedures for the MBTA by reviewing past manuals and policies. RND also assisted on deliverables by putting together an assessment schedule to help prepare the final gap analysis.
