Marie Breen
Vice President

Marie is a Vice President of RND, serving as a national consultant to public and private clients providing strategic advice to facilitate the delivery of complex transportation infrastructure and transit-oriented development (TOD) projects, including state and federal procurement and project delivery, real estate development transactions, public-private partnership strategies and agreements, program management and risk management advisory services. She oversees company operations to ensure optimal client service, while providing leadership for the successful completion of RND projects.

Before joining RND, Marie most recently served as a senior executive, Chief Legal Officer, and General Counsel for MassDOT and the MBTA and previously served as Deputy General Manager and Interim General Manager for the Commuter Rail operator. She has more than 25 years of experience in public and private sector transportation, construction, legal and business management, almost half that time as the chief legal officer, and has a deep understanding of the wide range of challenges facing our transportation sector clients.
 
Marie draws upon her significant management experience on complex infrastructure and public works projects-- including the Central Artery/Tunnel “Big Dig” Project, the $3.4B Boston Harbor Project, and the Green Line Extension D-B Project—to provide client advice and support in the areas of developing procurement best practices, incentivizing development around transportation, developing legal and policy strategies for key initiatives, and problem-solving to meet client objectives.   Her expertise in alternative project delivery methods, including design-build contracting and innovative public-private arrangements, puts her on the forefront of facilitating smart and effective infrastructure investments.
